Buying the software to build an eBay affiliate store was the best decision Ive made in my marketing career.  It is true that eBay has toughened up on their approval process.  I do not recommend buying the software until you already have a blog with good content and no spam.  You need a website that has great content because they only want the best affiliates.  This means no websites with any copyright domain names, no affiliate links on it, and lots of content.  New applications ARE being approved, you just need to be careful which website you decide to apply with.  Create a website just for ebay about a niche that you love and blog about it.  Ping your blog and update daily.  Try to post atleast 2 times a day and THEN apply to eBay’s affiliate program.
